Russian customs postpones anulation of TIR Carnet in Russia for 1 July 2014

According to the official information, the Federal Customs Service (FCS) of Russia has informed of the postponement of the deadline of termination of the “Agreement on the obligations on the application of the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention, 1975)”, concluded on 7 June 2004 between the State Customs Committee of the Russian Federation and the International Road Carriers Association, for 1 July 2014.

In the coming period it is planned to hold talks with the International Road Transport Union (IRU) on issues relating to the modernization of the Customs Convention on International Transport of Goods under Cover of TIR Carnets, in order to ensure properly the observation of Russian Federation’s interests.

The FCS of Russia also plans to work  together with Russian agencies, partners from Belarus and Kazakhstan  on creation of the Eurasian system of customs transit.

By 29 November 2013 in the process of transit registration TIR Carnets were not applied as guarantee in respect of goods imported into the customs territory of the Customs Union at the customs authorities of the Central, Southern, North Caucasus, Volga, Ural, Siberian and Far Eastern federal districts, Domodedovo, Sheremetyevo and Vnukovo customs, as well as in Pskov, Sebezh, Kingisepp and customs of the North-West Customs Administration.

Please note , that although it is an official rule that has been announced, customs at border crossing are not yet cooperating fully, especially at Latvian border.
