Please be advised about pending changes for TIR/Carnets within Russia. According to officials, effective August 14, 2013 the customs procedure for customs (bonded) transit may only be initiated when guarantee for payment of all duties and taxes are provided in accordance with the Customs Code of the Customs Union.
Use of a TIR/Carent allows cargo to be moved from the Russian border to an inland Customs Clearance point. TIR/Carnets are currently used on a majority of shipments entering Russia.
Russia is a member of the TIR Convention of 1975. Accordingly, a TIR Carnet ensures the payment of customs fees only in the amount of 60 thousand euros. Yet the Russian national union – ASMAP – has not been fulfilling its obligations of paying the outstanding duties and taxes in cases of non-delivery. In recent years according to the Customs Authority statistics, the outstanding amounts have been increasing noticeably, now reaching over RUB 20 billion (Euro 500 million)
According to the new ruling, the TIR guarantee is not sufficient. Transportation across the territory of the Customs Union will only be able to be done under guarantees for payment of customs fees and duties such as bank deposit, bank guarantee, a pledge of property, or contract of guarantee with an authorized insurer.
